FACILITATE THE FULL AND COMPLETE SOCIAL INTEGRATIOIN, EMOTIONAL ADJUSTMENT AND STABILITY, AND THE CULTURAL TRANSITION OF THE AFRICAN IMMIGRANT COMMUNITY TO LIFE IN OREGON.
