TO INCREASE THE LEVEL OF COMMUNITY BASED INDEPENDENT LIVING SERVICES TO SEVERELY HANDICAPPED INDIVIDUALS LOCATED IN THE EASTERN UTAH INDEPENDENT LIVING REHABILITATION DISTRICT, AND TO ASSIST THOSE INDIVIDUALS IN RETURNING TO INDEPENDENT LIVING ACTIVITIES.
